I like to add 2 observations: Knowledge Economy: this is fallacy. Today knowledge is outsourced. When faced a problem, the 1st approach is google the solution. And as for Ministry and Statutory Boards, being helm by scholars, they either hire consultants or form committees. Ministerial Salary Review: Ministers' salaries is not peg to what they do, i.e. "raise the livelihood of the people" as argued by Mr. Ngiam, but what level of income will sufficiently attract talent to be Ministers. Mr. Ngiam comments resonate me. I like to add 2 observations:
